How Dubai's mandatory insurance works

Dubai Health Authority (DHA) mandates health insurance for all Dubai residents. Employers with 1+ employees must cover all staff. Coverage must include a minimum Essential Benefits Plan (EBP): Minimum EBP includes: AED 150,000 annual limit, outpatient care, emergency treatment, maternity (basic), prescriptions. Co-pay: usually 20% up to 500 AED per episode. If your employer offers a plan above EBP, you can still buy a top-up plan personally.

Best insurance networks in Dubai

Large insurance networks (accepted at most private hospitals): Daman (national health insurer) — widest acceptance MetLife, AXA, Cigna — common employer group plans Nextcare, Neuron — common TPA (Third Party Administrator) Always verify your specific network before visiting a clinic — call the clinic's insurance desk or check your insurer's app. Going out-of-network typically means 50–100% self-pay.

Clinics vs hospitals — when to use which

For routine illness, prescriptions, or follow-up: go to a clinic (polyclinic). Cost with insurance: co-pay only, typically 20–50 AED. For emergencies: go to a hospital ER. Major private hospitals: Mediclinic City, American Hospital, Saudi German Hospital. For non-emergency specialist visits: get a referral from your GP clinic — some insurance plans require referral for specialist visits, otherwise claim may be rejected. DHA-approved public hospitals (cheaper for non-urgent care): Rashid Hospital, Dubai Hospital.
